The plan referred to in the first paragraph includes a detailed description and diagnosis of the works and equipment required for the distribution of drinking water and, where applicable, its production, transport and storage. It also includes a programme of quantified and prioritised actions aimed at improving the condition and operation of these works and facilities. This plan takes into account changes in the population and available water resources. When the rate of water loss from the network proves to be greater than a rate set by decree according to the characteristics of the service and the resource, this scheme is completed, before the end of the second financial year following the financial year for which the excess was noted, by an action plan including, if applicable, a draft multi-year programme of works to improve the network. The drinking water distribution plan shall be drawn up by 31 December 2024 at the latest, or within two years of the community of communes taking on compulsory responsibility, if this takes place after 1 January 2023. It is updated at intervals set by decree in order to take into account changes in the rate of loss referred to in the previous paragraph as well as work carried out on these works. The schemes mentioned in the first paragraph define areas in which it is appropriate to install drinking water fountains or other equipment necessary for the implementation of the solutions mentioned in 2° of Article L. 2224-7-3.
