Article L228-85 of the French Commercial code

In the absence of a declaration by the representatives of the general body of creditors, a court decision shall, at the request of the judicial representative, appoint a representative to represent the general body of creditors in the receivership or liquidation proceedings and to declare the claim.

A défaut de déclaration par les représentants de la masse, une décision de justice désigne à la demande du mandataire judiciaire, un mandataire chargé d’assurer la représentation de la masse dans les opérations de redressement ou de liquidation judiciaires et d’en déclarer la créance.
