Article L2311-1-2 of the French General Code of Local Authorities

In municipalities with more than 20,000 inhabitants, prior to the debates on the draft budget, the mayor presents a report on the situation with regard to equality between women and men concerning the operation of the municipality, the policies it pursues within its territory and the guidelines and programmes likely to improve this situation. The content of this report and the procedures for drawing it up are laid down by decree.

These provisions apply to public establishments for inter-communal cooperation with their own tax system with a population of more than 20,000.

Article L2311-1-2

Dans les communes de plus de 20 000 habitants, préalablement aux débats sur le projet de budget, le maire présente un rapport sur la situation en matière d’égalité entre les femmes et les hommes intéressant le fonctionnement de la commune, les politiques qu’elle mène sur son territoire et les orientations et programmes de nature à améliorer cette situation. Le contenu de ce rapport et les modalités de son élaboration sont fixés par décret.

Ces dispositions sont applicables aux établissements publics de coopération intercommunale à fiscalité propre regroupant plus de 20 000 habitants.
