Article L2316-22 of the French Labour Code

Where it is necessary to consult both the central social and economic committee and one or more establishment social and economic committees, an agreement may define the order and deadlines in which the central social and economic committee and the establishment social and economic committee(s) give and transmit their opinions.

In the absence of an agreement, the opinion of each establishment social and economic committee is issued and forwarded to the central social and economic committee and the opinion of the central social and economic committee is issued within the deadlines set by decree in the Conseil d’Etat.

Lorsqu’il y a lieu de consulter à la fois le comité social et économique central et un ou plusieurs comités sociaux et économiques d’établissement, un accord peut définir l’ordre et les délais dans lesquels le comité social et économique central et le ou les comités sociaux et économiques d’établissement rendent et transmettent leurs avis.

A défaut d’accord, l’avis de chaque comité social et économique d’établissement est rendu et transmis au comité social et économique central et l’avis du comité social et économique central est rendu dans des délais fixés par décret en Conseil d’Etat.
