From 1986 onwards, communes receive a special allocation, deducted from State revenue, to cover the costs they incur in housing teachers.
This allocation changes each year in line with the overall operating allocation. From 2011, this change does not apply. The Local Finance Committee may increase this allocation by all or part of the accounting balance relating to the last known financial year.
This allocation is distributed by the Local Finance Committee in proportion to the number of primary school teachers, working in state schools, who are housed by each municipality or who receive a housing allowance from it.
It is reduced each year by the initial Finance Act by the amount of the allocation paid for the housing of primary school teachers whose jobs are converted into school teacher jobs.
The Local Finance Committee recalculates this reduction in the amount entered in the initial Finance Act, no later than 31 July of the year following the allocation, on the basis of the rate of change between the actual number of primary school teachers recorded on 1 October of the year preceding that for which the allocation was allocated and that of the previous year.Any difference between the allocation entered in the Finance Act and the amount calculated in this way is financed first and foremost by mobilising the overall net accounting balance recorded at the end of the distribution of the special allocation for primary school teachers’ accommodation for the year in question.
