Article L2392-5 of the French Public procurement code

A pooled solution, made available by the State and known as the “public invoicing portal”, enables invoices to be submitted, received and transmitted electronically.

The following shall use the public invoicing portal to implement the obligations laid down in sub-section 1 of this section:

1° The State and its public establishments;

2° Holders of defence or security contracts concluded with a purchaser mentioned in 1°, as well as their subcontractors eligible for direct payment, when they send their invoices electronically.

Une solution mutualisée, mise à disposition par l’Etat et dénommée “ portail public de facturation ” permet le dépôt, la réception et la transmission des factures sous forme électronique.


Pour la mise en œuvre des obligations fixées à la sous-section 1 de la présente section, utilisent le portail public de facturation :


1° L’Etat et ses établissements publics ;


2° Les titulaires de marchés de défense ou de sécurité conclus avec un acheteur mentionné au 1°, ainsi que leurs sous-traitants admis au paiement direct, lorsqu’ils transmettent leurs factures par voie électronique.
