The arrondissement council is consulted by the mayor of the municipality or the mayor of Paris, under conditions laid down by decree in the Conseil d’Etat, prior to any deliberation by the municipal council or the Paris council concerning the establishment, revision or amendment of the local urban development plan when the perimeter of the draft plan or the draft amendment or revision concerns, in whole or in part, the territorial jurisdiction of the arrondissement.
The arrondissement council may also propose to the city council or the Paris council the modification of the part of the plan concerning the arrondissement.
The arrondissement council shall be consulted under the same conditions prior to any deliberation by the city council or the Paris council concerning a development project, the completion of which is planned, in whole or in part, within the boundaries of the arrondissement.
The same provisions shall apply to the abolition or re-establishment of urban pre-emption rights, as well as to the deliberation provided for in the penultimate paragraph of article L. 211-4 of the town planning code, when they concern the territorial jurisdiction of the arrondissement.
The opinions issued pursuant to this article shall be attached to the file on the operation in question and, where applicable, to the file submitted for public enquiry or made available to the public.
