Article L2511-44 of the French General Code of Local Authorities

Until the special statement has become enforceable, the arrondissement mayor may, each month, commit and authorise operating expenditure up to one twelfth of that entered in the special statement for the previous year.

In addition, until the special statement has become executory, the arrondissement mayor may, with the authorisation of the city council or the Paris council, commit and mandate investment expenditure up to the limit of one quarter of the appropriations opened in the special statement for the previous year.

Jusqu’à ce que l’état spécial soit devenu exécutoire, le maire d’arrondissement peut, chaque mois, engager et ordonnancer les dépenses de fonctionnement dans la limite du douzième de celles inscrites à l’état spécial de l’année précédente.

En outre, jusqu’à ce que l’état spécial soit devenu exécutoire, le maire d’arrondissement peut, sur autorisation du conseil municipal ou du conseil de Paris, engager et mandater les dépenses d’investissement dans la limite du quart des crédits ouverts à l’état spécial de l’année précédente.
