Article L2511-8 of the French General Code of Local Authorities

The arrondissement council is made up of the municipal councillors or Paris councillors and the arrondissement councillors elected in the arrondissement or group of arrondissements, in accordance with the conditions laid down in the electoral code.

The number of arrondissement councillors is double that of the municipal councillors or Paris councillors, but may not be less than ten or more than forty.

Le conseil d’arrondissement est composé des conseillers municipaux ou conseillers de Paris et des conseillers d’arrondissement élus dans l’arrondissement ou le groupe d’arrondissements, dans les conditions prévues par le code électoral.

Le nombre des conseillers d’arrondissement est le double de celui des conseillers municipaux ou conseillers de Paris, sans toutefois pouvoir être inférieur à dix ni supérieur à quarante.
