Article L2512-11 of the French General Code of Local Authorities

To develop the international influence of the capital, the City of Paris may enter into any agreement with foreign public law entities, with the exception of States, or private law entities, give its guarantee for loans or grant subsidies to these same entities under the conditions and within the limits set out in Title I of Book V of Part One, Title V of Book II of Part Two and Chapter I of Title III of Book II of Part Three.

Pour développer le rayonnement international de la capitale, la Ville de Paris peut conclure toute convention avec des personnes étrangères de droit public, à l’exception des Etats, ou de droit privé, donner sa garantie en matière d’emprunts ou accorder des subventions à ces mêmes personnes dans les conditions et limites prévues par le titre Ier du livre V de la première partie, le titre V du livre II de la deuxième partie et par le chapitre Ier du titre III du livre II de la troisième partie.
