CHAPTER II: Provisions specific to the City of Paris

There is hereby created a community with special status, within the meaning of Article 72 of the Constitution, named “City of Paris”, in place of the Commune of Paris and the Department of Paris.

The provisions applicable to the operation of municipal councils are applicable to the Paris Council, subject to Chapters I and II of this Title.

The Paris Council has 163 members.

For the dissolution of the Paris Council, the provisions of articles L. 3121-5and L. 3121-6 relating to the dissolution of the departmental council . This dissolution automatically entails the dissolution of the arrondissement councils.

The Paris Council draws up its own rules of procedure, which set out in particular the conditions under which Paris councillors may put oral questions to the Mayor of Paris and the Prefect of Police.

The Paris City Council and the arrondissement councils are convened at the request of the Prefect of Police to deliberate on matters falling within the latter’s remit.

The Prefect of Police is responsible, in the area of his jurisdiction, for the execution of the deliberations of the Paris Council and, where applicable, the arrondissement councils. The Prefect of Police, or his representative, has access to the Paris Council and the arrondissement councils. He is heard when he so requests and attends deliberations relating to matters within his jurisdiction, except when it concerns the clearance of his accounts….
