I. – The Mayor of Paris exercises the powers conferred on the Mayor by Section 1 of Chapter III of Title I of Book II of this Part, subject to II to VII of this Article.
II. – On certain sites, roads or portions of roads determined by order of the Prefect of Police after consultation with the Mayor of Paris, the Prefect of Police shall permanently regulate traffic or parking conditions or reserve access to certain categories of users or vehicles for reasons relating to the safety of persons and property or to ensure the protection of the headquarters of the institutions of the Republic and diplomatic representations.
Provisions of the same nature and of a temporary nature may be adopted by the Prefect of Police to ensure the safety of persons who are the subject of special protection measures by the public authorities or, after obtaining the opinion of the Mayor of Paris, for reasons of public order, in the event of a public street demonstration of a protest nature as well as in the event of a festive, sporting or cultural demonstration, if the demonstration is itinerant or if it takes place within the perimeter defined in the first paragraph of this II.
III. – On routes essential to safety in Paris and to the proper functioning of the public authorities, the Mayor of Paris shall exercise the traffic and parking police in compliance with the prescriptions issued by the Prefect of Police for road improvements planned by the City of Paris. These regulations are designed to ensure the smooth flow of traffic for security and emergency vehicles. The list of these routes is set by decree.
IV. – On routes whose use contributes to the safety of people and property in Paris in crisis or emergency situations, the Mayor of Paris, taking into account the reasons for drawing up the list of these routes, shall exercise the traffic and parking police, after consulting the Prefect of Police. The list of these routes is determined by an order of the Prefect of Police, issued after consultation with the Mayor of Paris.
V. – For the application of this article, the administrative control and power of substitution conferred on the representative of the State in the department are exercised, on behalf of the State, by the Prefect of Police.
VI. – The powers conferred by the Highway Code on the Prefect are exercised, in Paris, by the Prefect of Police.
VII. – The present article is enforced by officials of the national police force or, where applicable, in matters of traffic or parking, by agents of the City of Paris placed under the authority of the Prefect of Police or the Mayor of Paris according to their respective attributions.
