Article L2521-1 of the French General Code of Local Authorities

In the départements of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, the representative of the State in the département is responsible for policing the public highways on main roads, including with regard to freedom and safety, in addition to the policing powers exercised in communes where policing is state-run in accordance with articles L. 2214-3 and L. 2214-4.

Dans les départements des Hauts-de-Seine, de la Seine-Saint-Denis et du Val-de-Marne, le représentant de l’Etat dans le département a la charge de la police de la voie publique sur les routes à grande circulation y compris en ce qui concerne la liberté et la sûreté, en plus des attributions de police exercées dans les communes où la police est étatisée conformément aux articles L. 2214-3 et L. 2214-4.
