As of 1 January 1991, the solidarity fund for the communes of the Ile-de-France region contributes to the improvement of living conditions in the urban communes of Ile-de-France that bear particular burdens with regard to the social needs of their population without having sufficient tax resources.
The distribution of appropriations from the solidarity fund for municipalities in the Ile-de-France region is subject to the opinion of a committee of elected representatives from the region, issued on the proposal of the minister responsible for the city and the minister responsible for local authorities.
The committee comprises:
1° The president of the Ile-de-France regional council;
2° The presidents of the departmental councils of the Ile-de-France region;
3° The mayor of Paris;
4° Three presidents of public establishments for inter-communal cooperation elected by the college of presidents of public establishments for inter-communal cooperation in the Ile-de-France region by proportional representation to the highest remainder;
5° Thirteen mayors elected by the college of mayors of the Ile-de-France region by proportional representation to the highest remainder.
This committee elects its chairman from among its members.
The members of the committee are renewed at the end of the term of office or function in respect of which they were appointed.
A decree in the Council of State shall define the conditions of application of this article.
