TITLE III: MUNICIPALITIES IN THE ILE-DE-FRANCE REGION

The basis of assessment for the payment intended to finance mobility services is made up of earned income as taken into account to determine the basis of assessment for health insurance contributions payable by employers and allocated to the financing of basic health insurance schemes. The payment is recovered under the same conditions and with the same guarantees as the said contributions.

The rate of payment expressed as a percentage of the salaries defined in article L. 2531-3 is set by Ile-de-France Mobilités within the limits: 1° Of 2.95% in Paris and the Hauts-de-Seine department; 1° bis Of 2.12% for 2017, 2.33% for 2018, 2.54% for 2019, 2.74% for 2020 and 2.95% from 1 January 2021 in the communes of the Seine-Saint-Denis and Val-de-Marne departments; 2° By 2.01% in communes other than…

Subject to the provisions of article L. 2531-7, the payment is allocated to the financing of investment and operating expenses for regular public passenger transport carried out in the Paris transport region. I. – A. – The employers referred to in article L. 2531-2 are required to make the payment provided for in said article to the bodies or departments responsible for collecting social security contributions and family allowances, in accordance with the rules governing collection, litigation and penalties applicable to the various social security schemes. After deducting a deduction for collection and reimbursement costs set by interministerial order, the said syndicate distributes the balance according to the allocations defined in article L. 2531-5.

Disputes concerning reimbursement are brought before the administrative court.

Claims for reimbursement of the payment intended to finance mobility services are time-barred after two years from the date on which the payment was made.

The Syndicat des transports parisiens is authorised to carry out any checks necessary for the application of A of I of article L. 2531-6 and article L. 2531-7.
