I. – The resources of the solidarity fund for the communes of the Ile-de-France region are distributed among the communes of this region with more than 5,000 inhabitants whose value of the synthetic index of resources and burdens mentioned in II is greater than the median.
The fund is paid monthly for the beneficiary communes.
II. – The synthetic index of resources and charges is formed from the following ratios:
1° Ratio between the average financial potential per inhabitant of the municipalities in the Ile-de-France region and the financial potential per inhabitant of the municipality defined in article L. 2334-4 ;
2° Ratio between the average per capita income of the municipalities in the Ile-de-France region and the per capita income of the municipality. The income taken into account is the last known reference tax income;
3° Ratio between the proportion of social housing, as defined in Article L. 2334-17, in the total number of dwellings in the municipality and the proportion of social housing in the total number of dwellings in municipalities with 5,000 or more inhabitants in the Ile-de-France region.
The synthetic index of resources and charges is obtained by adding the ratios referred to in 1°, 2° and 3°, weighting the first at 50%, the second at 25% and the third at 25%.
III. – The allocation for each eligible municipality is calculated by multiplying its population by its synthetic index as defined in II. This product is weighted by a coefficient varying uniformly from 4 to 0.5, in ascending order of the ranking of eligible municipalities.
IV. – A municipality receiving a repayment from the solidarity fund for municipalities in the Ile-de-France region in accordance with II may not receive an allocation of less than 90% of the allocation received in respect of the 2011 financial year.
V. – Municipalities that cease to be eligible for the transfer of resources from the Fonds de solidarité des communes de la région d’Ile-de-France will receive, in the first year in which they cease to be eligible, as a non-renewable guarantee, an allocation equal to half of that received the previous year. The necessary sums are taken from the fund’s resources before application of I.
VI. – The population to be taken into account for the application of this article, with the exception of 2° of II of this article, is that defined in article L. 2334-2. For the application of this same 2°, the population to be taken into account is that resulting from the census.
