Article L3121-5 of the French General Code of Local Authorities

When the operation of a departmental council proves impossible, the government may pronounce its dissolution by reasoned decree taken in the Council of Ministers; it shall inform Parliament of this as soon as possible.

Dissolution may never be pronounced by means of a general measure.

Lorsque le fonctionnement d’un conseil départemental se révèle impossible, le gouvernement peut en prononcer la dissolution par décret motivé pris en conseil des ministres ; il en informe le Parlement dans le délai le plus bref.

La dissolution ne peut jamais être prononcée par voie de mesure générale.
