Article L3132-3 of the French Public procurement code

The concessionaire may be authorised, with the express agreement of the concession granting authority, to enter into leases or rights in rem for a term exceeding that of the concession contract.
The authorisations granted by the concession granting authority, as well as the leases and rights in rem resulting therefrom, constitute accessories to the concession contract and are transferred to the concession granting authority at the end of the term of the contract.

Article L3132-3

Le concessionnaire peut être autorisé, avec l’accord expressément formulé de l’autorité concédante, à conclure des baux ou droits réels d’une durée excédant celle du contrat de concession.
Les autorisations données par l’autorité concédante, ainsi que les baux et droits réels qui en résultent, constituent des accessoires au contrat de concession et sont, à l’issue de la durée du contrat, transférés à l’autorité concédante.
