A decree of the Conseil d’Etat shall determine, for the application of this sub-section :
1° The conditions under which the employer may defer the leave due to the specific needs of the company or its operations;
2° The conditions under which employees over the age of twenty-five may exceptionally be granted leave;
3° The conditions under which leave is granted to employees of public services and public companies;
4° The conditions under which leave is granted to employees benefiting from a paid leave scheme that is more advantageous than that resulting from Chapter I.
