Article L3212-2 of the French General Code of Local Authorities

The departmental council apportions direct contributions each year, in accordance with the rules established by the laws.

Before making this apportionment, it rules on requests for quota reductions deliberated on by the competent councils.

The departmental council takes a final decision on requests for quota reductions made by the communes and previously submitted to the competent council.

Le conseil départemental répartit chaque année les contributions directes, conformément aux règles établies par les lois.

Avant d’effectuer cette répartition, il statue sur les demandes en réduction de contingent délibérées par les conseils compétents.

Le conseil départemental se prononce définitivement sur les demandes en réduction de contingent formées par les communes et préalablement soumises au conseil compétent.
