I.- As part of the psychiatric activity mentioned in article L. 3221-1-1, the mission of sector psychiatry, which contributes to the mental health policy defined in article L. 3221-1, consists of guaranteeing for the entire population:
1° Local recourse to psychiatric care, in particular by organising local outpatient care, including in the form of home care, provided by multi-professional teams, in cooperation with the primary care teams referred to in article L. 1411-11-1 and the territorial professional health communities referred to in article L. 1434-12 ;
2° Territorial and financial accessibility of psychiatric care;
3° Continuity of psychiatric care, in particular for patients whose health pathways are particularly complex, including recourse to hospitalisation, with or without consent, if necessary by ensuring referral to other players in order to guarantee access to treatment not available within the establishments providing the sector psychiatry service.
The sector psychiatry mission is part of the gradation of care mentioned in article L. 3221-1-1. It is applied specifically to children and adolescents.
II – Health establishments providing sector psychiatry services participate in prevention, care and integration initiatives as part of the territorial mental health project and by the primary care teams and territorial professional health communities mentioned in article L. 1434-12.
