Collective management organisations take the necessary measures to identify and locate rightholders. In particular, no later than three months after the expiry of the deadline set in I of Article L. 324-12, they shall make easily accessible online to the rightholders they represent, to the entities representing them when they are members of the collective management organisation, and to the collective management organisations with which they have concluded representation agreements, the list of works and other protected subject matter for which one or more rightholders have not been identified or located. The information relating to the works or other protected objects in question that must be brought to the attention of these persons is determined by decree in the Conseil d’Etat.
The organisations also check the registers mentioned in Article L. 323-3 as well as those that are relevant and easily accessible.
If the measures provided for in the preceding paragraphs do not enable rightholders to be identified and located, the organisations shall make this information available to the public via an online service, no later than one year after the expiry of the three-month period provided for in the first paragraph.
