Any association or de facto group whose purpose is to support a sports association mentioned in article L. 122-1, whose members have committed repeated acts, in connection with or on the occasion of a sporting event, or an act of particular seriousness, constituting damage to property, violence against persons or incitement to hatred or discrimination against persons on the grounds of their origin, sexual orientation or gender identity, sex or actual or assumed membership of a particular ethnic group, nation, race or religion.
Representatives of the associations or de facto groups and club managers concerned may submit their observations to the committee.
This committee comprises :
1° Two members of the administrative jurisdiction, including the chairman of the committee, appointed by the vice-president of the Conseil d’Etat ;
2° Two members of the judiciary, appointed by the President of the Court of Cassation;
3° One representative of the French National Olympic and Sports Committee, one representative of the sports federations and one representative of the professional leagues, appointed by the Minister for Sport;
4° One person chosen for their expertise in the field of violence at sporting events, appointed by the Minister for Sport.
The operating conditions of the commission are set by decree in the Conseil d’Etat.
