Article L333-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When entry has been refused, the costs of re-routing the foreign national are the responsibility of the air, sea, rail or road transport company operating international routes in the form of regular lines, occasional services or shuttle services, excluding border traffic, which brought him or her to France. The same applies when the foreign national is placed in a waiting zone pursuant to the second paragraph of article L. 341-1.
This company is also responsible for the costs of taking charge of foreign nationals placed or kept in the waiting area in application of Title IV, from the placement decision until the end of the placement or stay.

Lorsqu’un refus d’entrée a été prononcé, les frais de réacheminement de l’étranger incombent à l’entreprise de transport aérien, maritime ou ferroviaire ou de transport routier exploitant des liaisons internationales sous la forme de lignes régulières, de services occasionnels ou de navette, à l’exclusion des trafics frontaliers, qui l’a acheminé en France. Il en est de même lorsque l’étranger est placé en zone d’attente en application du deuxième alinéa de l’article L. 341-1.
Incombent également à cette entreprise les frais de prise en charge de l’étranger placé ou maintenu en zone d’attente en application du titre IV, à compter de la décision de placement jusqu’à la fin du placement ou du maintien.
