I.-The aim of the harm reduction policy for drug users is to prevent health, psychological and social damage, the transmission of infections and death by overdose associated with the use of psychoactive substances or substances classified as narcotics.
II-Its implementation includes and enables actions aimed at :
1° Providing information on the risks and harm associated with the use of psychoactive substances or substances classified as narcotics;
2° Referring drug users to social services and general or specialist care services, in order to implement a health pathway tailored to their specific situation and to improve their physical and mental health and their social integration;
3° Promote and distribute health materials and products designed to reduce risks;
4° Promote and supervise risk-prevention behaviours, actions and procedures. Supervision consists of warning users against risky practices, accompanying them and advising them on how to use the substances mentioned in I in order to prevent or reduce the risk of transmitting infections and other health complications. This does not involve any active participation in the consumption process;
5° Participate in analysing, monitoring and informing the public authorities and users about the composition, processing and consumption habits and dangerousness of the substances consumed.
III – Those working in the field of harm reduction are entitled to the protection set out inarticle 122-4 of the Criminal Code.
IV-The harm reduction policy also applies to prisoners, using methods adapted to the prison environment.
