I.-The European Collectivity of Alsace may create a development council.
The development council is consulted on the draft Alsace cross-border cooperation scheme referred to in article L. 3431-1. It may be consulted by the President of the Departmental Council on any other draft act. It contributes to the evaluation and monitoring of the public policies of the Collectivité européenne d’Alsace.
II.-The composition of the development council, the conditions for appointing its members and the date of its installation are determined by deliberation of the departmental council.
Its members are not remunerated.
The development council includes representatives from the economic, social, cultural, educational, scientific, environmental and associative sectors of the territory of the Alsace European Community.
When a body is called upon to appoint more than one member to the council, it makes these appointments in such a way that the difference between the number of men appointed, on the one hand, and the number of women appointed, on the other, is no greater than one. The same rule applies, where applicable, to the appointment of qualified persons.
Departmental councillors may not be members of the development council.
III.-The development council draws up its own rules of procedure.
IV.-The development council draws up an annual activity report, which is examined and debated each year by the departmental council of the Collectivité européenne d’Alsace.
V.-The Collectivité européenne d’Alsace shall ensure that the conditions for the proper performance of the tasks of the development council are met.
