TITLE III: THE EUROPEAN COMMUNITY OF ALSACE

The Alsace cross-border cooperation scheme is defined in a manner consistent with the cross-border section of the regional scheme for economic development, innovation and internationalisation. The cross-border cooperation scheme of the Strasbourg eurometropolis referred to in the second paragraph of VIII of Article L. 5217-2 is defined in a manner consistent with the Alsace cross-border cooperation scheme.

I.-The European Collectivity of Alsace is responsible for organising the procedures for implementing the Alsace cross-border cooperation plan, while respecting the competences of the other territorial communities and their groupings. The European Collectivity of Alsace may offer optional teaching of regional language and culture on its territory, throughout schooling, in accordance with the procedures defined by the agreement referred to in article L. 312-10 of the Education Code, in addition to the teaching hours provided by the Ministry of National Education. The State may delegate to the European Collectivity of Alsace the management of all or part of the actions covered by the European Social Fund, under the conditions defined in Article L. 1111-8-1.

I.-The European Collectivity of Alsace may create a development council. The development council is consulted on the draft Alsace cross-border cooperation scheme referred to in article L. 3431-1. It may be consulted by the President of the Departmental Council on any other draft act. Without prejudice to Article L. 1511-2, the European Collectivity of Alsace is competent to promote the tourist appeal of its territory in France and abroad.

Unless otherwise decided by its departmental council, the European Collectivity of Alsace is subject to the budgetary and accounting framework defined in articles L. 5217-10-1 to L. 5217-10-15 and L. 5217-12-2 à L. 5217-12-5. The provisions of Book III of Part Three are applicable to this department, insofar as they are not contrary thereto.
