Article L3512-14 of the French Public Health Code

It is prohibited to sell, distribute or offer free of charge packets of fewer than twenty cigarettes and packets of more than twenty cigarettes that do not consist of a number of cigarettes that is a multiple of five, as well as containers of fewer than thirty grams of fine-cut tobacco intended for the rolling of cigarettes and containers of more than thirty grams of fine-cut tobacco intended for the rolling of cigarettes whose weight in grams is not a multiple of five.

Sont interdites la vente, la distribution ou l’offre à titre gratuit de paquets de moins de vingt cigarettes et de paquets de plus de vingt qui ne sont pas composés d’un nombre de cigarettes multiple de cinq ainsi que des contenants de moins de trente grammes de tabacs fine coupe destinés à rouler des cigarettes et que des contenants de plus de trente grammes de tabacs fine coupe destinés à rouler des cigarettes dont le poids en grammes n’est pas un multiple de cinq.
