Article L3512-3 of the French Public Health Code

Tobacco products intended for use by consumers or retailers to make cigarettes are considered to be rolling tobacco. If a product can be used both in a water pipe and as rolling tobacco, it is deemed to be rolling tobacco.

Est considéré comme du tabac à rouler, le produit du tabac destiné à être utilisé par les consommateurs ou les détaillants pour confectionner des cigarettes. Si un produit peut être utilisé à la fois dans une pipe à eau et comme tabac à rouler, il est réputé être du tabac à rouler.
