Article L3661-3 of the French General Code of Local Authorities

The allocation of grants is decided separately from the budget vote. However, for grants for which there are no conditions of award, the Lyon Metropolitan Council may decide:

1° To individualise the appropriations per beneficiary in the budget; or

2° To draw up, in a statement attached to the budget, a list of beneficiaries with, for each of them, the purpose and amount of the grant. The individualisation of appropriations or the list drawn up in accordance with 2° is equivalent to a decision to award the grants in question.

L’attribution des subventions donne lieu à une délibération distincte du vote du budget. Toutefois, pour les subventions dont l’attribution n’est pas assortie de conditions d’octroi, le conseil de la métropole de Lyon peut décider :

1° D’individualiser au budget les crédits par bénéficiaire ; ou

2° D’établir, dans un état annexé au budget, une liste de bénéficiaires avec, pour chacun d’eux, l’objet et le montant de la subvention. L’individualisation des crédits ou la liste établie conformément au 2° vaut décision d’attribution des subventions en cause.
