Article L4112-5 of the French Public Health Code

Registration on a professional roll makes it legal to practise the profession throughout France.

If the professional residence is transferred outside the department or territorial collectivity in which he is registered, the interested party must, at the time of this transfer, apply for registration on the roll of the ordre in the department or territorial collectivity of the new residence.

Once this application has been made, the doctor, dental surgeon or midwife may provisionally practise in the department or territorial authority of his new residence until the departmental council or territorial authority has ruled on his application in an explicit decision.

L’inscription à un tableau de l’ordre rend licite l’exercice de la profession sur tout le territoire national.

En cas de transfert de la résidence professionnelle hors du département ou de la collectivité territoriale où il est inscrit, l’intéressé doit, au moment de ce transfert, demander son inscription au tableau de l’ordre du département ou de la collectivité territoriale de la nouvelle résidence.

Lorsque cette demande a été présentée, le médecin, le chirurgien-dentiste ou la sage-femme peut provisoirement exercer dans le département ou la collectivité territoriale de sa nouvelle résidence jusqu’à ce que le conseil départemental ou la collectivité territoriale ait statué sur sa demande par une décision explicite.
