Title I: Practice of the medical professions

No person may practise the profession of doctor, dental surgeon or midwife unless he or she is : 1° The holder of a diploma, certificate or other evidence of formal qualifications mentioned in articles L. 4131-1, L. 4141-3 or L. 4151-5 ; 2° A French national, an Andorran citizen or a national of a Member State of the European Union or a party to the Agreement on the European Economic…

As part of their training and by way of derogation from 1° of article L. 4111-1, persons enrolled in the third cycle of medical studies in France may practise the profession of doctor if they meet the conditions laid down by decree in the Conseil d’Etat relating to the duration, conditions and places of practice as well as the theoretical and practical courses that must be validated.

Notwithstanding 1° of article L. 4111-1, they may be individually authorised by the Minister for Health or, by delegation, by the Director General of the National Management Centre, after obtaining the opinion of the competent National Council of the Order, to practise medicine or dental surgery on a temporary basis as part of specialised training carried out in France in approved training centres for interns in public or private not-for-profit…

Nationals of a State which belonged to the French Union and which has not entered into an undertaking with France as referred to in article L. 4111-3 who, on 14 July 1972, can prove that they were duly registered with the Order of Physicians, Dental Surgeons or Midwives, are authorised to continue practising their profession, provided that they have not been struck off the Register following a disciplinary sanction.

The following are determined by decree in the Conseil d’Etat: 1° The time limit within which the commission mentioned in I and I bis of article L. 4111-2 must give its opinion ; 2° The composition and operation of the commission mentioned in II of article L. 4111-2 and the conditions under which the person concerned is subject to a compensation measure.
