Article L4111-4 of the French Public Health Code

When a health establishment, set up on French territory by a foreign body, was recognised as being in the public interest before 10 June 1949, the Minister for Health or, by delegation, the Director General of the National Management Centre may authorise, by individual order, certain practitioners attached to this establishment to practise their art in France, after consultation with the national trade union organisations concerned. These practitioners must be registered on the roll of the relevant association.

The maximum number of such authorised practitioners per health establishment is set by order of the ministers responsible for foreign affairs and health. The authorisation is only valid for the period during which the said practitioners are actually attached to this establishment.

Lorsqu’un établissement de santé, établi sur le territoire français par un organisme étranger, a obtenu la reconnaissance d’utilité publique avant le 10 juin 1949, le ministre chargé de la santé ou, sur délégation, par le directeur général du Centre national de gestion peut autoriser, par arrêté individuel, certains praticiens attachés à cet établissement à exercer leur art en France, après avis des organisations syndicales nationales intéressées. Ces praticiens doivent être inscrits au tableau de l’ordre intéressé.

Le nombre maximum par établissement de santé de ces praticiens autorisés est fixé par arrêté des ministres chargés des affaires étrangères et de la santé. L’autorisation n’est valable que pour la période durant laquelle lesdits praticiens sont effectivement attachés à cet établissement.
