Article L412-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The fact that the presence of a foreign national in France constitutes a threat to public order is an obstacle to the issue and renewal of the temporary residence permit, the multi-annual residence permit and the temporary residence permit provided for in articles L. 425-4 or L. 425-10, as well as to the issue of the resident permit and the resident permit bearing the words “long-term resident-EU”.

La circonstance que la présence d’un étranger en France constitue une menace pour l’ordre public fait obstacle à la délivrance et au renouvellement de la carte de séjour temporaire, de la carte de séjour pluriannuelle et de l’autorisation provisoire de séjour prévue aux articles L. 425-4 ou L. 425-10 ainsi qu’à la délivrance de la carte de résident et de la carte de résident portant la mention ” résident de longue durée-UE “.
