Article L4125-7 of the French Public Health Code

Without prejudice to the provisions of articles L. 4122-1-2 and L. 4123-10 and VI of article L. 4124-11, when the number of vacant seats no longer enables a quorum to be reached, the President of the National Council or, at his request, the oldest member of the Council concerned may authorise, by way of exception, the members remaining in office, on the one hand, to hold new elections, if necessary through a new executive elected for this purpose and, on the other hand, to carry out the duties devolved to this Council during this period.

Sans préjudice des dispositions des articles L. 4122-1-2 et L. 4123-10 et du VI de l’article L. 4124-11, lorsque le nombre de sièges vacants ne permet plus de réunir le quorum, le président du Conseil national ou, à sa demande, le doyen d’âge du conseil concerné peut autoriser à titre dérogatoire les membres restant en fonction, d’une part, à procéder à de nouvelles élections, le cas échéant par l’intermédiaire d’un nouveau bureau élu à cet effet et, d’autre part, à assurer pendant cette période les missions dévolues à ce conseil.
