Article L413-2 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Foreign nationals admitted to reside in France for the first time or who enter France legally between the ages of sixteen and eighteen, and who wish to remain in the country for the long term, must commit to a personalised republican integration programme. The objectives of this programme are to ensure that the newly-arrived foreign national understands the values and principles of the Republic, learns the French language, integrates socially and professionally and gains access to independence.
Subject to the exceptions set out in article L. 413-5, foreign nationals who sign up to the personalised republican integration programme enter into a republican integration contract with the State in which they undertake to follow the training and support measures prescribed for them and to respect the values and principles of the Republic.

Article L413-2

L’étranger admis pour la première fois au séjour en France ou qui entre régulièrement en France entre l’âge de seize ans et l’âge de dix-huit ans révolus, et qui souhaite s’y maintenir durablement s’engage dans un parcours personnalisé d’intégration républicaine. Ce parcours a pour objectifs la compréhension par l’étranger primo-arrivant des valeurs et principes de la République, l’apprentissage de la langue française, l’intégration sociale et professionnelle et l’accès à l’autonomie.
Sous réserve des exceptions prévues à l’article L. 413-5, l’étranger qui s’engage dans le parcours personnalisé d’intégration républicaine conclut avec l’Etat un contrat d’intégration républicaine par lequel il s’engage à suivre les formations et dispositifs d’accompagnement qui lui sont prescrits et à respecter les valeurs et principes de la République.
