Article L413-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The personalised Republican integration pathway provided for in article L. 413-2 includes in particular:
1° Civic training prescribed by the State, relating to the values, principles and institutions of the Republic, the exercise of rights and duties associated with life in France and the organisation of French society;
2° Language training prescribed by the State, aimed at acquiring the French language ;
3° Vocational guidance and support designed to help them find work, in association with public employment service structures;
4° Support tailored to their needs to facilitate their reception and integration conditions.
The language training referred to in 2° includes a sufficient number of hours of French language instruction to enable newly-arrived foreign nationals to take up a job and integrate into French society. This training may give rise to standardised certification enabling the foreign national’s language level to be assessed. At the reasoned request of the foreign national, he/she may be exempted from the counselling mentioned in 3°.
The civic training and support mentioned in 1° and 4° are paid for by the State. They may be organised in association with national or local economic, social and civic players.

Le parcours personnalisé d’intégration républicaine prévu à l’article L. 413-2 comprend notamment :
1° La formation civique prescrite par l’Etat, relative aux valeurs, aux principes, et aux institutions de la République, à l’exercice des droits et devoirs liés à la vie en France ainsi qu’à l’organisation de la société française ;
2° La formation linguistique prescrite par l’Etat, visant à l’acquisition de la langue française ;
3° Un conseil en orientation professionnelle et un accompagnement destiné à favoriser son insertion professionnelle, en association avec les structures du service public de l’emploi ;
4° Un accompagnement adapté à ses besoins pour faciliter ses conditions d’accueil et d’intégration.
La formation linguistique mentionnée au 2° comprend un nombre d’heures d’enseignement de la langue française suffisant pour permettre à l’étranger primo-arrivant d’occuper un emploi et de s’intégrer dans la société française. Cette formation peut donner lieu à une certification standardisée permettant d’évaluer le niveau de langue de l’étranger. A la demande motivée de l’étranger, il peut être dispensé du conseil mentionné au 3°.
La formation civique et l’accompagnement mentionnés aux 1° et 4° sont pris en charge par l’Etat. Ils peuvent être organisés en association avec les acteurs économiques, sociaux et citoyens, nationaux ou locaux.
