A circulation document for foreign minors is issued to foreign minors residing in France:
1° At least one of whose parents holds a temporary residence permit, a multi-annual residence permit or a resident’s permit;
2° Who is the foreign child of a French national or a direct descendant of a citizen of the European Union, a national of the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation satisfying the conditions set out in 1° or 2° of Article L. 233-1 or who is the dependent child of a national of one of these same States satisfying the conditions set out in 3° of the same Article L. 233-1;
3° Who is a direct dependent descendant of the spouse of a citizen of the European Union, a national of the Republic of Iceland, the Principality of Liechtenstein, the Kingdom of Norway or the Swiss Confederation satisfying the conditions set out in 1° or 2° of Article L. 223-1;
4° At least one of whose parents has acquired French nationality;
5° Who is covered by the provisions of article L. 423-22;
6° Who has been recognised as a refugee or has been granted subsidiary protection;
7° Who entered France on a visa for a period of more than three months as the child of a French national or adopted person;
8° Who entered France before the age of thirteen on a visa for a period of more than three months issued as a visitor and who can prove that they have been ordinarily resident in France ever since.
