Article L421-23 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Where the family was already constituted in a Member State of the European Union where it was admitted for residence, the spouse and children of the foreign national holding the residence permit bearing the words “passeport talent-carte bleue européenne” provided for in article L. 421-11 shall be issued with the residence permit referred to in article L. 421-22 bearing the wording “talent passport (family)”, provided that they apply for it within one month of their entry into France and without the condition set out in article L. 412-1 being applicable.

Lorsque la famille était déjà constituée dans un Etat membre de l’Union européenne où elle était admise au séjour, le conjoint et les enfants de l’étranger titulaire de la carte de séjour portant la mention ” passeport talent-carte bleue européenne ” prévue à l’article L. 421-11 se voient délivrer la carte de séjour mentionnée à l’article L. 421-22 portant la mention ” passeport talent (famille) “, à condition qu’ils en fassent la demande dans le mois qui suit leur entrée en France et sans que soit opposable la condition prévue à l’article L. 412-1.
