Notwithstanding 1° of article L. 4221-1, the Minister for Health or, by delegation, the Director General of the Centre National de Gestion, after consulting the Conseil National de l’Ordre des Pharmaciens, may authorise individuals to practise pharmacy temporarily as part of specialised training in France at approved training centres for interns, provided that they meet the conditions laid down by decree in the Conseil d’Etat relating to the duration, procedures and places of practice and the theoretical and practical courses that must be validated:
1° Foreign pharmacy interns and pharmacists holding a diploma obtained in a State other than a Member State of the European Union, a State party to the Agreement on the European Economic Area or the Swiss Confederation, which allows them to practise pharmacy in their country of origin, who come to France to complete a specialised postgraduate pharmacy course within the framework provided for in 3° of article L. 633-4 of the Education Code or within the framework of a bilateral cooperation agreement with France, when the speciality diploma they are pursuing requires the performance of full hospital duties in order to be validated;
2° Specialist pharmacists who hold a specialist diploma enabling them to practise their speciality effectively and lawfully in their country of origin, who come to France under a bilateral cooperation agreement or a cooperation agreement between, on the one hand, a person governed by public or private law and, on the other hand, a public health establishment in application of article L. 6134-1 of this code or a French university, or both, for further training in their discipline or speciality.
