Article L4231-3 of the French General Code of Local Authorities

The President of the Regional Council has sole responsibility for administration. He may delegate by decree, under his supervision and responsibility, the exercise of part of his functions to the Vice-Presidents and, in the absence or impediment of the latter, or provided that they all hold a delegation, to other members of the Regional Council. These delegations remain in force until they are withdrawn.

A member of the regional council who has ceased to be chairman of the regional council pursuant to Articles L. 2122-4 or L. 3221-3 may not receive a delegation until the end of their term of office as a regional councillor or until the termination of the office that placed them in a situation of incompatibility.

Members of the regional council holding a mandate as a deputy, senator or representative in the European Parliament may not receive or retain a delegation.

The president of the regional council is the head of the region’s services. He may, under his supervision and responsibility, delegate his signature in all matters to the heads of said departments.

Le président du conseil régional est seul chargé de l’administration. Il peut déléguer par arrêté, sous sa surveillance et sa responsabilité, l’exercice d’une partie de ses fonctions aux vice-présidents et, en l’absence ou en cas d’empêchement de ces derniers, ou dès lors que ceux-ci sont tous titulaires d’une délégation, à d’autres membres du conseil régional. Ces délégations subsistent tant qu’elles ne sont pas rapportées.

Le membre du conseil régional qui a cessé ses fonctions de président du conseil régional en application des articles L. 2122-4 ou L. 3221-3 ne peut recevoir de délégation jusqu’au terme de son mandat de conseiller régional ou jusqu’à la cessation de la fonction l’ayant placé en situation d’incompatibilité.

Les membres du conseil régional exerçant un mandat de député, de sénateur ou de représentant au Parlement européen ne peuvent recevoir ou conserver de délégation.

Le président du conseil régional est le chef des services de la région. Il peut, sous sa surveillance et sa responsabilité, donner délégation de signature en toute matière aux responsables desdits services.
