Article L4233-10 of the French Public Health Code

If the number of vacant seats on a Council or Delegation is such that a quorum is no longer required, the President of the National Council or, in the case of the Regional Councils or Delegations, the President of the Central Council, or the oldest member of the Council or Delegation may authorise, by way of exception, the members still in office, on the one hand, to hold new elections, if necessary through a new executive elected for this purpose and, on the other hand, to carry out the duties devolved to this Council or Delegation during this period.

Article L4233-10

Lorsqu’au sein d’un conseil ou d’une délégation le nombre de sièges vacants ne permet plus de réunir le quorum, le président du conseil national, ou, s’agissant des conseils régionaux ou des délégations, le président du conseil central, ou le doyen d’âge du conseil ou de la délégation peut autoriser à titre dérogatoire les membres restant en fonction, d’une part, à procéder à de nouvelles élections, le cas échéant par l’intermédiaire d’un nouveau bureau élu à cet effet et, d’autre part, à assurer pendant cette période les missions dévolues à ce conseil ou cette délégation.
