If the number of vacant seats on a Council or Delegation is such that a quorum is no longer required, the President of the National Council or, in the case of the Regional Councils or Delegations, the President of the Central Council, or the oldest member of the Council or Delegation may authorise, by way of exception, the members still in office, on the one hand, to hold new elections, if necessary through a new executive elected for this purpose and, on the other hand, to carry out the duties devolved to this Council or Delegation during this period.
