Prior to their examination by the regional council, the regional economic, social and environmental council must be asked for its opinion on documents relating to:
1° The preparation and implementation in the region of the nation’s plan;
2° Any planning document and master plans of interest to the region;
3° The region’s various budget documents, in order to give its opinion on their general guidelines;
4° To the general guidelines in the fields on which the regional council is called upon to deliberate pursuant to the laws recognising competence to the regions, as well as to the schemes and programmes provided for by these laws and to the assessment of the actions carried out in these fields;
5° To the general guidelines in the field of the environment.
At the initiative of the President of the Regional Council, it may be asked for opinions and studies on any project of an economic, social or cultural nature or of interest to the environment in the region.
It may also issue opinions on any matter falling within the region’s remit.
