Article L4241-2 of the French General Code of Local Authorities

The President of the Regional Council shall notify the President of the Regional Economic, Social and Environmental Council of the requests for opinions and studies provided for in Article L. 4241-1. The conditions for notifying requests for opinions and studies and for convening the Regional Economic, Social and Environmental Council are set by decree in the Conseil d’Etat. Whenever it considers it useful, the Regional Economic, Social and Environmental Council may instruct its rapporteur to present its opinion to the relevant committee of the Regional Council. The latter is obliged to hear this opinion.

Le président du conseil régional notifie au président du conseil économique, social et environnemental régional les demandes d’avis et d’études prévues à l’article L. 4241-1. Les conditions de la notification des demandes d’avis et d’études ainsi que celles de la convocation du conseil économique, social et environnemental régional sont fixées par décret en Conseil d’Etat. Chaque fois qu’il l’estime utile, le conseil économique, social et environnemental régional peut charger son rapporteur d’exposer l’avis qu’il a rendu devant la commission compétente du conseil régional. Celle-ci est tenue de l’entendre.
