The residence permit commission consists of:
1° A mayor or his deputy appointed by the president of the association of mayors of the department or, where there are several associations of mayors in the department, by the prefect in consultation with them and, in Paris, the mayor, an arrondissement mayor or an arrondissement councillor or their deputy appointed by the Paris Council;
2° Two qualified persons appointed by the prefect or, in Paris, by the police prefect.
The chairman of the residence permit commission is appointed from among its members by the prefect or, in Paris, by the police prefect.
In departments with more than 500,000 inhabitants, a commission may be set up in one or more arrondissements.
