Article L432-15 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The foreign national is notified in writing at least fifteen days before the date of the committee meeting, which must take place within three months of the matter being referred to it; he may be assisted by counsel or any person of his choice and be heard with the assistance of an interpreter.
He may apply for legal aid under the conditions laid down by law no. 91-647 of 10 July 1991 relating to legal aid, this option being mentioned in the notification. Provisional admission to legal aid may be granted by the chairman of the commission.
The conditions under which the foreign national is authorised to remain in France until the administrative authority has made a ruling are determined by decree in the Conseil d’Etat.

Article L432-15

L’étranger est convoqué par écrit au moins quinze jours avant la date de la réunion de la commission qui doit avoir lieu dans les trois mois qui suivent sa saisine ; il peut être assisté d’un conseil ou de toute personne de son choix et être entendu avec l’assistance d’un interprète.
Il peut demander le bénéfice de l’aide juridictionnelle dans les conditions prévues par la loi n° 91-647 du 10 juillet 1991 relative à l’aide juridique, cette faculté étant mentionnée dans la convocation. L’admission provisoire à l’aide juridictionnelle peut être prononcée par le président de la commission.
Les conditions dans lesquelles l’étranger est autorisé à séjourner en France jusqu’à ce que l’autorité administrative ait statué sont déterminées par décret en Conseil d’Etat.
