The costs of vocational training are compensated in accordance with the procedure set out in Articles L. 1614-1, L. 1614-2 and L. 1614-3. A regional fund for continuing vocational training is created in each region and managed by the Regional Council.
This fund is supplied each year by:
1° Credits transferred by the State for continuing vocational training. These appropriations are allocated in particular according to the structure and level of qualification of the working population, as well as the capacity of the existing training system. Within these appropriations, the sums representing the remuneration of trainees evolve in such a way as to fully compensate for the charges resulting from any modification by the State of the standards set for this remuneration. A decree of the Conseil d’Etat shall set the terms and conditions for the application of this paragraph;
The appropriations mentioned in the previous paragraph shall be reduced in 2005, 2006 and from 2007 by an amount of 197.2 million euros, 395.84 million euros and 593.76 million euros respectively, at 2005 values and to be indexed each year according to the rate of change in the overall operating grant.
2° Credits transferred by the State, the amount of which is equal to the payments made to the Treasury the previous year pursuant to the articles L. 6354-2 et L. 6331-28 of the Labour Code, the distribution of which obeys the same criteria as those mentioned in 1° above;
3° Where applicable, other resources likely to be regularly allocated to it;
4° Appropriations voted for this purpose by the Regional Council;
5° The amount of tax resources allocated to the regions mentioned in Articles 41 and 140 de la loi n° 2013-1278 du 29 décembre 2013 de finances pour 2014.
The appropriations provided for in 1° and 2° of this article are not included in the general decentralisation grant referred to in article L. 1614-4.
The total amount of appropriations referred to in 1° and 2° of this Article shall evolve under the conditions provided for in Article L. 1614-1.
