Subject to reciprocity and provided that an international agreement has been ratified to this effect, holders of evidence of formal qualifications obtained in a State which is not a member of the European Union or a party to the Agreement on the European Economic Area and which allows them to practise the professions referred to in this Book and those referred to in articles L. 4241-1 and L. 4241-13 may be authorised to practise their profession in France. This authorisation is issued by the Minister for Health if agreements or treaties providing for access to professional practice have been concluded and if the professional qualifications of the applicants are recognised as being comparable to those required in France to practise the profession.
Authorisations to practise are issued individually in accordance with the procedure and conditions laid down for the recognition of the professional qualifications of Community nationals. Practitioners must demonstrate an adequate knowledge of the French language under conditions laid down by regulation. They are subject to the rules governing conditions of practice and professional rules applicable in France.
