Article L4422-13 of the French General Code of Local Authorities

The Shareholders’ Meeting shall draw up its rules of procedure within one month of its election. These rules shall lay down the procedures for its operation which are not provided for in this chapter.

The rules of procedure may be referred to the administrative court.

As an exception to the provisions of article L. 4422-7, the rules of procedure are adopted by an absolute majority of the members making up the Assembly.

L’Assemblée établit son règlement intérieur dans le mois qui suit son élection. Ce règlement fixe les modalités de son fonctionnement qui ne sont pas prévues au présent chapitre.

Le règlement intérieur peut être déféré au tribunal administratif.

Par dérogation aux dispositions de l’article L. 4422-7, le règlement intérieur est adopté par la majorité absolue des membres composant l’Assemblée.
