Article L4422-14 of the French General Code of Local Authorities

When the normal functioning of the Assembly proves impossible, the Government may pronounce its dissolution by reasoned decree taken in the Council of Ministers. It shall inform Parliament of this as soon as possible.

A new election of the Assembly shall be held within two months. The Assembly shall meet as of right on the first Thursday following the election. The powers of the Assembly elected after a dissolution end on the date on which the powers of the dissolved Assembly were due to expire.

In the event of dissolution of the Assembly, the President of the Executive Council shall conduct the day-to-day business of the territorial community. His decisions are enforceable only with the agreement of the representative of the State in the territorial collectivity of Corsica.

Lorsque le fonctionnement normal de l’Assemblée se révèle impossible, le Gouvernement peut prononcer sa dissolution par décret motivé pris en conseil des ministres. Il en informe le Parlement dans le délai le plus bref possible.

Il est procédé à une nouvelle élection de l’Assemblée dans un délai de deux mois. L’Assemblée se réunit de plein droit le premier jeudi qui suit le scrutin. Les pouvoirs de l’Assemblée élue après une dissolution prennent fin à la date à laquelle devaient expirer les pouvoirs de l’Assemblée dissoute.

En cas de dissolution de l’Assemblée, le président du conseil exécutif expédie les affaires courantes de la collectivité territoriale. Ses décisions ne sont exécutoires qu’avec l’accord du représentant de l’Etat dans la collectivité territoriale de Corse.
